Does this issue only happen from your phone side? In order to further confirm your issue, it is suggested for you to try logging in to your email account and receive emails from your web mail side and see if the issue has any difference there.
If you can successfully receive emails from your web mail, I'm afraid that there might be something wrong with your Outlook for iOS, please try to remove your email account and manually re-add it to see if the issue could be resolved. If the issue still continues, please kindly understand that here we mainly focus on general issues about Outlook desktop client and know little about Outlook for iOS.
