Yes, you are correct there is no way to manually start the Apache Spark pool inside Synapse studio or using Azure Portal.
You can see the Apache Spark pool instance status below the cell you are running and also on the status panel at the bottom of the notebook.

Apache Spark pool instance is automatically started when the run the notebook cells.
