The screenshot shows that you're creating a Rule, but a Health Probe might not exist yet to finish creating that Rule. Rules will only route to confirmed running back-end machines, so a Health Probe is needed to verify healthy instances to route to. You'll need to create a Health Probe under the Load Balancer Settings > Health Probes > Add Health Probe.
- The selected probe is used by this rule to determine which virtual machines in the backend pool are healthy and can receive load balanced traffic.

If the Portal still shows this error after creating the Health Probe, please also try clearing page cache, or running the Portal under an incognito browser.
