Trying to block access to assigning specific licenses

Hi All,

I know this may be a strange request.

I am trying to find a way to block users from assigning certain licenses in Office 365.

For example, I dont want anyone to have the ability to assign an Intune license to any users. Users can see it in the list, but cannot actually assign it.

There's nothing built-in for that, but there are some third-party products that allow you to manage "license pools" and such. Of course they come at a cost :)
