a few colleagues in China not able to connect outlook.office 365 from home network or 4G hotspot

a lots users reported at same network ( home or 4G) some times outlook can connected to exchange server since one month ago. some times can't . different time but in the same day the status is even different.
When there is issue , there is no login popup prompt.
open the OWA(outlook.office365.com) via IE , there will be error message about TLS expired or wrong TLS setting . via Edge , it will show me "login.microsoftonline.com" rejected the connection.
but ping to outlook.office365.com is good , and the pc can access to internet.
And when the user bring the computer to office network , all working !
i had did some check with TLS1.0 1.1 1.2 setting ; restart outlook , computer all failed.

we are using MS365 MSO(16.0.13127.21210) 32bit
OS: Win 10 enterprise

the issue is still existed.

Could you please provide some screenshots about your issue above?

According to my search, the best way around that is providing users with a corporate vpn.

VPN is good template solution.
But I still want to solve it by a correct way , and find the root cause .
it is not only one user , it is big number users.
