SharePoint 2019 Command Bar disappeared with some computers

In SharePoint 2019 OnPremises the command bar not appear with all lists and documents in a specific site ( with some users) and that related with computers not from browsers.
we tested to use different browsers (Edge, Chrome, FF, Opera) but this command bar not there any more.
some of the issues I found and may can lead to the source of issue:
1- if that user navigate to SharePoint site cant see the command bar when open any list or document.
2- if that user opens a remote desktop and navigate to the SharePoint can see the command bar as expected in any browser.
3- when inspected the browser with F12, I found something said :
Uncaught RangeError: Maximum call stack size exceeded at e.errback (require-dev.js?rev=d9ZmVm

when I checked this file "require-dev.js", looks its related with "OneDrive" calls, anyone can confirm this file is responsible to the command bar hiding ?

Hello @MhmdCloud-7097 ,

It is recommended that you perform the following troubleshooting:

1.Clear the browser cache

2.Switch the page to classic/modern mode to see if neither of them can display the command bar.

3.Install the latest patch for SharePoint 2019 Server

If the problem persists, please attach detailed screenshots. This helps us solve the problem better.

I am experiencing the same issue across Edge, IE11, FireFox and Chrome for SharePoint 2019 on premise. I have cleared cache, used in private browsing sessions, rebooted, switched frequently between classic and modern view and the issue persists. 89530-console.jpg

Have you use the SPFX in these lists or libraries?

Please check if there are some errors in the SPFX code. Or, I suggest you uninstall the SPFX and then reinstall.

Thank you for response, yes there are spfx's installed but when uninstall them nothing changed.

We have a clear symptoms that we can reproduce them anytime like:
1- in a computer (PC with Windows 10) that bar disappeared in all browsers.
2- in another computer (PC with Windows 10) we can see that bar.
3- in a computer that cant see the bar, we tried to use remote connection to login to another computer and we could see it.

so we've convinced that something related with the computer settings that impacts the command bar only.
it could be this wrong but so far these are the symptoms.
