Api key for end users?

Hello, I have recently been testing an app for Android which has helped me a lot to listen to my favorite books since I have visual problems and I cannot read much this app is for Android and it is called @voice, I managed to communicate with the developer of the App and I asked him if I could integrate the Azure voices service to the app using API Key, and he replied that he needs to know how to obtain the API key for the end user, since if it is not the Key for the end user the The charge will be made to him and not to the user, in short I need to know how to obtain an API key for the end user so that the charge is made to the user of the app, and not to the developer of the app.

If I understand your question correctly, you want to provide the developer with your API key and Endpoint to integrate voice service with the app. My question is, if the app already offers dictation, why do you need to integrate your voice service? Are there additional features that you're looking to integrate into the app (I'm trying to understand your scenario better)? Furthermore, I don't think we support API keys that are specific for end users. You may need to grant appropriate role-based access to the user to enable the user to access your API keys.

I mean, the app developer only offers voices based on the Google cloud, and wants to integrate the Azure voices function, the problem is that the app developer says that the keys provided by Azure charge him for Consuming characters rather than users who are consumers. So what I want is a password similar to the one in Google cloud that charges me for the consumption of the voices in the cloud instead of the app developer.
