Win 10 2004 immediately deleting an HP download (I DON'T WANT THIS)

I'm downloading drivers from HP. A particular file an sp90780.exe driver will download and immediately delete itself. No reason given.
I don't want this.
I don't need this.

I download files I NEED. If windows is interfering how do I stop it. I don't need, nor care to have Windows deliberately interfere with the work I'm doing. (yes I'm pretty annoyed)
Is it in Windows Defender. If I had some sort of dialog box or clue as to why I watch this needed download vanish I'd love to know what and how to STOP IT.

When I tried to copy the file from another pc (which did let it download) the file also self deleted. Somethings trying to make me so safe I can't download this HP driver. Other drivers from HP download ok.

When I unpacked the file using 7 zip it let me copy to the intended computer.

Hi,
Can you try logging in to local administrator ?
Then remove all the unnecessary software and drivers etc....sometimes the old drivers that have conflicts (you may want to check windows logs for issues during installation).
Then do a reboot, delete temp files (Windows temp, documents and settings temp)
Reboot and use the local administrator to install the new drivers, do check the windows logs for any abnormalities.

Also, you could try the following fix and see if it helps you.

Run a Dism tool and System file checker tool

Open Command prompt, and then Run as Administrator.
In the command prompt window, copy-paste the following command and press Enter.
Dism /Online /Cleanup-Image /RestoreHealth

And then run
SFC/Scan now

Restart the computer and try to install Windows Update.
Close the window.

Perform a Clean boot

No, none of the above will help.
It is ONE file so running DISM is a waste of time. This is a new build
The same with SFC.

This is not a helpful answer I do not accept it as an answer. This is ONE specific file from HP download. Another file from HP will download. Both are EXE. Something and I'm leaning more and more to Windows defender as the culprit. I just need to confirm what the program that is deliberately DELETING A SAFE file THAT I want, need and is safe from HP

Local admin is also unnecessary. This is a new build. Literally 3 minutes after installation.

Windows Defender is installed on all versions of Windows 10. By default, it always runs in the background to stop malware infections and other threats.
If you think it has a problem, you can temporarily disable Defender by going into Windows Security --> Virus & Threat Protection --> Virus & Threat Protection Settings --> Manage Settings, and then toggling off Real-Time Protection.

You can try using File auditing policies to determine what Process/Application deleted the file: https://docs.microsoft.com/en-us/windows/security/threat-protection/auditing/security-auditing-overview

Also, as I understand this happens almost inmediately after file execution, you can run a Process Monitor trace before running update and then analyze what process deleted. More info: https://docs.microsoft.com/en-us/sysinternals/downloads/procmon
