I have a StorageV2 account and since Friday I have been unable to upload block blobs to the archive tier. Also if I upload them under cool it will not let me move them to archive.
When I look at the storage account configuration I also no longer have any options under replication (previously I think this was LRS). Its under US West.

It could be portal issue, I was able to repro the issue in my lab and able change the replication options under configuration, can you please try to clear cache, temp files and also logout from the portal(You can also try with different browsers) and try again, If the issue still persist, can you please share the screenshot.
Additional information: For testing purpose your can use Azure PowerShell to perform this action.

I tried a separate browser and clearing the cache. Still not able to upload files to archive.
I went to create another storage account with LRS and could only do so under US West 2. There I can upload files to archive tier. Guess that works for now.

May be due to the some internal issue with the Azure Storage account( Policy, permissions, blob cycle management enabled lock feature or may more) If you are still facing any issue.
