Generally, this kind of restart is triggered by the auto Windows Update.

Based on my research, if this problem is not triggered by automatic updates, it may be a power issue.
Your battery backup has the ability to send a shutdown command if it senses its charge is low. If the battery in that device is failing or its controller is malfunctioning, it could be forcing a shutdown.
That effectively eliminates all software causes. The issue seems to be load sensitive, you'll find it triggers more consistently with a heavier wattage draw.
Also, you could disable RuntimeBroker.exe via Registry Editor.
Note: Make sure that you back up the registry you modify it.
Press Windows + R, type regedit and ok to open windows registry editor,
Backup registry database and navigate to the following registry on your computer:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TimeBrokerSvc “Start”=dword:00000003
Here double click on the registry which is known as “Start” and change its value data from 3 to value data 4.
Once you have disabled the runtime broker process from the Windows registry editor, Restart your Windows computer.

The main task of Runtime Broker is to check if the applications that you are using on your PC have all the required permissions to run on your system.
High CPU usage may cause this problem.
Runtime Broker process causing almost 100% CPU usage.
Disable the Runtimeborker didn’t affect your windows 10 computer. The Runtime Broker isn’t a necessary process.
first of all, i can still see runtime broker in task manager and when i open task manager it says around 80% cpu usage for a brief second and then it goes down. second of all, I don't crash on less intensive games but games such as skyrim still restarts my computer. Know why?
