We know, the WiFi Alliance defines many power save protocol, different protocol shares different performance. We hope for the highest performance so we hope to disable power save mode, the setting something like DOT11_POWER_SAVING_NO_POWER_SAVING or Constant Active Mode. So the question here is: Is there any API or setting to totally turn off the WiFi power save mode? Or Windows configuration options to achieve this?

There is no such API in UWP that could configure Wifi Power Save Mode. If you really want this feature, you could submit a feature request in the Feedback Hub. You could find the Feedback Hub in the Start Menu.
