Before going further, I would like to further confirm your issue for better research. Do you mean that you would like to prevent users from creating Outlook Contact Group like below? Or you want to prevent users from creating Distribution Groups?
If you mean that you want to prevent users from creating Distribution Groups, I found some articles which tell how to achieve this, please check:

If you mean that you would like to prevent users from creating Outlook Contact Group from desktop client side like the screenshot above. As I know, different Outlook client versions usually use different methods and values to disable its own features. So, please try to collect the version number of your Outlook via File > Office Account > About Outlook for us, so that we could do the tests in the same environment as yours.

I want to prevent users from creating outlook contact group from desktop client side.
We use office 2010 = version 14.0 and office 2016 = version 16.0.
Please suggest how to do it.

Here is some of my updates. I tried lots of tests and researches, we do can disable the New Contact Group button like below both in Outlook 2016 and Outlook 2010.

Steps to disable this button:
1. Import the Office 2016/2010 Group Policy template into your Group Policy
Office 2010 Administrative Template files
Administrative Template files (ADMX/ADML)for Microsoft 365 Apps for enterprise, Office 2019, and Office 2016
2. Then, in GPO, go to: User Configuration | Administrative Templates | Microsoft Outlook 2016/2010 | Disable Items in User Interface | Custom | Disable command bar buttons and menu items
3. Double "Disable command bar buttons and menu items" and enable this option to edit.
4. Enable it and add the button ID 20116 and button ID 5435
5. Save your edit and restart your Outlook client.
