Steps to reproduce the behavior:
For example:
Complete all the sections in a module "Cloud Concepts - Principles of cloud computing".
https://docs.microsoft.com/en-us/learn/modules/principles-cloud-computing/index
Then RATE IT button will get enabled but it will not perform any actions when we click on RATE IT button. (screenshot is attached)
Users have to rate the module at the end of the Module. Once it is rated, we can't rate it again.

Thanks for the response, i completed the module but i didn't rate it at the end.
now i want to rate for completed module but the button is not working.
If we cant rate it then why do we have that button :)
