Are you holding the confidential documents now in SharePoint library and want to send them to a external user? And the user need to upload them to a different site? As long as the documents are held in SharePoint, SharePoint and OneDrive safeguard your data in the cloud. And we have external sharing feature available for you to enable external users have an access to these contents inside SharePoint, which is also protected by Microsoft.
According to your description, it seems your customer or you are using SharePoint and needs to send documents outside SharePoint for uploading. As I am not sure the whole process and actual requirements, not much I can say about a best practice. It may be better to open a service request or ask for a SharePoint consultant to get a whole solution for your scenario.

Let me see if I can clear up the confusion.
We are a mortgage company and we use SharePoint. Let's say we get a new client, Mr. Smith. To start the loan process I need to get pay stubs and tax documents from Mr. Smith. I do not want Mr. Smith using email to send documents for security reasons. Does SharePoint have any way that I can send a link/email/form/whatever so that Mr. Smith can upload the documents securely?

Thanks for the detailed feedback. For the scenario, I have two options available for you. You can choose the one fits you better
If you need to collaborate with Mr. Smith for a period and share recourses with him, you can invite Mr. Smith as an guest user . After that share a certain library for uploading to the guest account. When sharing, you can send a link to the mailbox of Mr. Smith's account. He just need to view the invitation email, click on the sharing link. He will gets redirected to the library where he can upload required documents. In this way, Mr. Smith still needs to use the guest account to log in. The admin in you company also can remove the guest account in Azure AD at any time. Before that, you can manage the guest account just like a member in your tenant.
And if this is a one-time business, just directly share a folder to Mr. Smith's work account. By default he will receive an email with a link saying some one in your tenant shared a folder to him. You can follow this blog to test this process. After everything is done, just remove the sharing link, Mr. Smith will no longer has the access to that folder.

Note: it is possible the sharing email be redirected to spam, have a check on that.
