Can't open specific ports on VM

Hi, i try to open port 30001-30003 for my AzureVM.
It is opened in the security group (inbound) and the firewall on the machine itself is also configured to accept those two ports (tcp/UDP).
Source is "any".
But when I check it with a port scanner then it says that the port is closed. What am I doing wrong?
VM is Win10, Standard_b2ms

Make sure that you followed the documentation correctly

well i already did that. that is the problem. i looked everywhere but i can't find a solution...

soo.. i created 3 VMs.
Same Subscription, same ResourceGroup
on 2 of them the Ports are working. the third one does not. HOW???
EXACTLY the same configuration/setting

Try recreate the firewall settings for the problematic VM. Also, Detach/Attach the network card and settings
