I suppose that you can follow the next steps to troubleshoot your issue:
1) check to see if there are any processes running that max out the CPU / disk. Things such as AV, updates etc.
2) check the event log in Event Viewer to see if there are any substantial amounts of warnings. Resolve these. Check Device Manager (i.e. netmask) for any problem you may have.
3) it's a case of checking out the network; see if you have any problems with physical connections, with switch speed auto negotiation, DNS errors. Run ping from that machine to find details about how packets are sent and received. If everything is OK, try a large download from the Internet or a Speed test for internet connection.
4) If that is OK with speed, it then can be a File system/authentication's credentials problem (verify the disks and check user's and machine's accounts.
