Why do I not have acess to publisher?

I bought this to help with my personal business I'm trying to start. There was supposed to be published on this and there is not. Your Microsoft works word has horrible templates to choose from and is hard to design a catchy flyer. I want publisher....which I was told by Best Buy when I bought this, or quite frankly I want my money back ASAP. Not happy with this at all. I would like a respond within the next hour or I will be writing a review on different web sites as this was expensive and has been nothing but disappointing.
