Currently hybrid Exchange 2013, migrating to cloud with EX2019 on-prem management.
Why can I not allow a shared mailbox to email a restricted distribution group? It even allows contacts to be added?

Agree with the reply above from michev, try using powershell to add the shared mailbox to the allowed sender list
using the parameter -AcceptMessagesOnlyFromSendersOrMembers in the command Set-DistributionGroup
I tried in my environment, I perform the operation in Exchange online side, seems that in classic EAC, shared mailbox is not visiable in the list, when I change it to new EAC, we are able to choose them there. If the changes need to be made on-prem, like we discussed above, use powershell to meet this need.

I suppose you are using the UI, the list of objects presented there might be limited in some cases. Just add it via PowerShell.
