Licensing Power BI Report Server on premise used by IT service provider

Hi,

our company provides IT services to other end customers. For one of our customers we would like to start using Power BI Report Server on premise to report the customer the status of the IT service we provide (IT service metrics, KPIs etc).

The Power BI Report Server should be installed in the customer network (behind customer firewall) in the SQL cluster. The whole cluster is licensed by the customer with SQL Enterprise Edition with active Software Assurance.

We plan to have two technicians in our company who should prepare and publish the reports on the Power BI Report Server for the end customer employees to view it.

We have the following questions regarding licensing:

  1. Licensing Power BI Report Server on premise. We assume that there is no additional license for the Power BI Report Server needed as the customer owns SQL Enterprise Edition License with active SA. Those licenses grant the right to install Power BI Report Server. Can you please confirm that our understanding is correct?

  2. Do we need to license our technicians who will publish the reports on Power BI Report Server with Power BI Pro user licenses?

  3. If the answer to question 2 is yes, under which organization and license agreement we should buy the licenses. Under ours or under the end customer? Who should be the licensee in this case?
