.lnk file locations sensitive to shortcut keys

.lnk shortcut files on a user's desktop and in some other locations respond to to Ctrl-Alt-[key] combinations.
I am trying to determine all the potential folder locations where this is true.
Plainly a .lnk file located in C:\temp\whatnot\ does not respond to "hotkey" combos; would appreciate a pointer to those folders that are responsive to them.

Thanks for the response. Unfortunately that utility seems to be no longer available; it gives me a 404 error.
My question is a little different, though:
a shortcut (.lnk) file may have its "hotkey" field filled in, but that has no effect if the .lnk file is in a folder that is not searched when I press Ctrl-Alt-[whatever].
Folders that are searched include public\desktop, [username]\desktop, and the user's start menu\programs folder. (Not sure about programs subfolders, I need to check that.)
What I'm wondering is, what (if any) other folders are searched when Ctrl-Alt-[x] is pressed.
