Setting for the "pin" to make the blue bar stay in background?

What is the setting in settings file to make the blue connection bar at the top of the screen not show unless it's active? The help text says "Pin the connection bar"...when I start my RDP session it's always on by default, and I can click the pin to turn it off, but I'm sure there's a setting to make it stay off...
