I'm thinking of adding some custom HTML to duplicate the title bar of each web part and linking the title to the AllItems.aspx page. This will give me the ability to categorize the 100+ documents as the office wants and to not show the message about there being no items in this view. I will use an HTML forms web part to achieve this.
I am not going to take your solution as it involves showing at least one item in the web part which is not what the office wants for their page.

I don’t think it’s possible to show web part title only in SharePoint online.
Set the item limit to 1, which will reduce the length of the list view.
Click the drop-down menu of ”All Documents” -> Edit current view -> Item Limit -> Set Number of items to display, click Limit the total number of items returned to the specified amount.
