I'm struggling to obtain CU4 for SQL Server 2008 R2; I've tried raising support cases / online chat, but I'm getting nowhere. Anyone else encountered this problem with legacy CU downloads and if so, how did you obtain them?

That is the latest CU available for SQL Server 2008 R2 SP3. If you are not on SP3 then you should get that one also: https://www.microsoft.com/en-us/download/details.aspx?id=44271

Thanks so much for responding, and so quickly! Unfortunately this is base SQL 2008 R2 I'm talking here, no Service Packs. The link shows SP3 only; is there anything available for non-service pack editions?

I would not apply CU4 then - apply SP3 and the latest CU for SP3, which can be applied to your base 2008 R2 system. The links I provided will get you the SP and the CU you should be applying to that system. It makes no sense not to apply the latest available.
Of course, the better option would be to upgrade to a supported version since 2008 R2 is no longer supported.

May I ask have you installed SQL Server 2008 R2 SP2 before? If yes, I suggest that please install the latest service pack for your SQL Server 2008 R2. SQL Server 2008 R2 Service Pack 3 contains Cumulative Update 1 to 13 from SQL Server 2008 R2 SP2, see below: 
And you could find Microsoft SQL Server Versions List which still supported from this link
