Except for the error message you provided, could you share the content after clicking More information button?
According to the error message, this problem is related to your network.
Please contact your IT admin to check if the following ports and IP addresses are opened:
Ports: UDP ports 3478 through 3481
IP addresses: 13.107.64.0/18, 52.112.0.0/14, and 52.120.0.0/14
Meanwhile, the network admin could use Network Assessment Tool to test network’s performance and connectivity.
If all the settings are no problem, a network optimization is needed. For more information, please refer to this article.

I checked with another network also, the same issue. In our office network, it's working. It's happening in both windows and Ubuntu.
How to resolve the issue?

Do you mean that user is able to call only in your office network?
It should be related to your network.
The link also indicates that you should check if your network meet the requirements.
@SharonZhao-MSFT: Yes, he is able to call from our office and mobile hotspot network. He is not able to call from the home broadband network.
Please suggest resolving the issue.
