Hi @NoamAtias-2802

Welcome to our forum.

Based on my research on Outlook 365, if we set the default reminder option to a different time on Outlook client(File>Options>Calendar>Default reminder) from the value of "RemindDefault" under the registry path you mentioned above, the register value would be changed to the set time in Outlook automatically when we open Outlook client, is it your case?

If so, we could try to set the value under the Policies key or through GPO, according to my tests, it could work normally to set the default time to a fixed value in Outlook and the time couldn't be changed via Outlook client. For more detailed information:(Note: Serious problems can occur if you modify the registry incorrectly. Before making changes, back up the registry to restore it in case something goes wrong.)

Location: HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\16.0\Outlook\Options\Calendar
DWORD: RemindDefault
If you don't have those keys in your register editor, please create it manually, then you could modify the value for your need.

Hope that would be helpful to you.
