Upgrading windows 10 version to fix corruption

I have someone that is saying Office 2019 Pro Plus Outlook keeps crashing. Mailbox is on an Exchange 2016 server.

Only 1 user reporting this problem. Problem persisted on Office 2016 Outlook, was upgraded to 2019. Reinstalled office (office 2019 installer uninstalls 2016, installs 2019), no relevant errors in event viewer. sfc scan and DISM restore health didn't find anything, have any effect. User located on an outside network from the Exchange server.

Would running the iso to upgrade to the newest version of windows 10 from a previous version of windows 10 fix any corruption or would a fresh load from bootable media be the best method?

If running the upgrade from within windows, would I be able to get back into it remotely without being there in person (RDP, 3ed party software)?

In general, in-place upgrade with the latest ISO is a common way to fix system related issue, you could use it.
After upgrade, delete your current Mail profile in Control Panel\All Control Panel Items\Mail(Microsoft Outlook), reinstall Office 2019, create a new Mail profile.

Finally, clean boot computer and start Outlook to check result.
Please check the installed programs, make sure there is not unknown programs.
