I'm IT guy, people at my work started coming to me with this 'feature'. MS should take care of this immediately. It's PIA.
is there an update when there will be a new fix? Its not as if I'm going to get everyone in our business to run this work around. Wonder which bright spark wanted to make the change.
I'm our companies IT guy, and my first user just reported this issue this morning. He was simply creating an email and typing the first few letters in the TO field and the list now POPS UP, instead of drops down.
Very frustrating. The user is using MS Office Home & Business 2019
Our users here don't normally complain but this one has caused a lot of complaints! I've had to roll back all Office 2019 users to an earlier version so they can scroll up to the top of the list again.
This just started today for me. It's very irritating & time consuming. Microsoft- please fix!!
I have the same issue on 2019. Very annoying!
It is to big, cannot delete the old one, and it is opens up, not down.
But the main point it is tooooo big.
Again MS made a bug and will call it a feature?!
Hi we are rolling back all our machines at great inconvenience- I have yet to meet anyone who likes this feature which wrecks workflow!
BTW you can delete by hovering and hitting delete - we found be accident - the old "X" is more intuitive as well!
I'm and MSP and have dozens of users across multiple different companies/computers/office versions complaining about this.

Tried the rollback, but although it fixed the pop upwards issue, it broke many of the buttons in the ribbon (formatting buttons mainly). Quick and Online repairs did not fix. Had to completely remove, with the Office removal tool.
Reinstall from online automatically resulted in the new 'improved' version that has the pup up. Office 2016 and Office 2019 clients affected.
Looks like 2 issues here. First is that MS took something that worked great and made it dysfunctional. Hey, send that to my work email/personal email. Oh geez, which one is that, I can't tell anymore. 2nd issue is that they think the complaint is that it scrolls off the top of the screen. That's is NOT the issue....
Trying to roll back now, fingers crossed.
I am also experiencing in SMB office (100 users) with Office 2016 and update Build 13929.20296. Not with Office 2019 or Office 365 same build. Current Channel hasn't been affected in our environment. Roll back update, another task but solves the problem for now, wait for fix from MS.
