I'm IT guy, people at my work started coming to me with this 'feature'. MS should take care of this immediately. It's PIA.
is there an update when there will be a new fix? Its not as if I'm going to get everyone in our business to run this work around. Wonder which bright spark wanted to make the change.
I'm our companies IT guy, and my first user just reported this issue this morning. He was simply creating an email and typing the first few letters in the TO field and the list now POPS UP, instead of drops down.
Very frustrating. The user is using MS Office Home & Business 2019
Our users here don't normally complain but this one has caused a lot of complaints! I've had to roll back all Office 2019 users to an earlier version so they can scroll up to the top of the list again.
For some unknown reason Microsoft changed the view of the autocomplete field to People instead of email address, and to further confuse the issue the run off the top of the page instead of down so you end up typing the entire address. Microsoft has no solution to date.
The workaround that was described earlier does work if you know how to do it. You start by opening the command prompt and run as administrator. Once up type CD:\C:\Program Files\Common Files\microsoft shared\ClickToRun
Once in that directory run the command
OfficeC2RClient.exe" /update user updatetoversion=16.0.13901.20462
This will cause Outlook to auto update and when updated I had my regular email automeplete address, not the large people balloons.
You may choose to turn off auto update in your Outlook first, I did not. Hopefully Microsoct will have an update for this soon.
Today I've seen the behaviour be different on replies when compared with new emails and for CC: when compared with To:
Seems to be no rhyme nor reason to it.
Manuel Medina's fix is currently (for me) the only fix that's worked consistently, though, if auto update is on, 2019 seems to revert daily, 2016 keeps the fix.

Anyone tried at Office 2019, not 365? I've not.

ISSUE
After updating to Version 2104 (Build 13929.20296) the AutoComplete list unexpectedly goes up and may scroll off the screen. You may not be able to see all the AutoComplete entries in the list and cannot scroll up to access them.
STATUS: FIXED
This issue is fixed in Version 2104 Build 13929.20386. "
We tried on 2016 not 2019 and IT DID NOT WORK - we rolled back again - see my previous comment in this thread
I tried to download this update but it is not suggested.
I'm on Outlook 2016
Edit: The update is now available and it fixed it.

I can confirm that the issue has been fixed. I tried this update and the list scrolls down without the “faces”! Office 2019!
