Why is the window for vs_installer.exe for vs2019 so wide? It is wider than my 19" screen, and I can't change it's size. How do I shrink it?

The minimum resolution for VS 2019 is 720p (1280 by 720); Visual Studio will work best at a resolution of WXGA (1366 by 768) or higher.

I would encourage you to submit the suggestion directly from Visual Studio by choosing Provide a Suggestion from the Provide Feedback icon near the top right of the main Visual Studio window. The product team will review your suggestion and let the community weigh in, and then make a decision on the next steps.

And I can shrink the height by about 1/2 inch.
When I put the mouse pointer on the edge of the window, the double-headed
arrow appears but it will not move.

Sorry... I thought of that too late last time...
It is an LG 19" LCD with resolution set at 1024x768.
If I put it to what VS2019 "needs" I can't read it!
WHY does MS figure everyone has a huge monitor?
VS2019 should accept what MY resolution is.
