Generally, a super-user has the most rights of all the users in the Data Lake Storage Gen1 account.

When you say "I don't have permission to file a support ticket " means you don't have permission to create a support ticket or you don't have support plan to create a support ticket?

You cannot update ACLs on provider mountpoint folder.
Note: The path that you are trying to set ACL on is a mountpoint and only providers can update ACLs.
