To setup replication (maybe snapshot/transnational/merge/peer to peer), does Publisher server, subscriber server, and distribution server all need to be licensed.

Suppose subscriber server is non-production. Does it still require a license?
See the contact details in Olaf's post. There is not anyone here who can answer that question with confidence.
My gut feeling, though, is that you will have difficulties to convince license auditor that a subscriber from a production environment is not also a production environment. But I've been wrong before.
Thanks for your input. You have not answered my question straight forward but I feel that I am not the only one who is fed up with Microsoft licensing. I thank you again for your effort.

Agree with others.
If you are using SQL Server Express edition as subscriber, you don’t need a license for subscriber. If not, then if it contains production data, it is a production server and requires a license.
