BUG offset not working as it should

Hey Team,
I'm facing with bug that offset not working as it should. I'm using Custom search API with as Bing Search service resources. API parameters are
&count=10&textDecorations=true&textFormat=Html&mkt=en-US
Problem #1 Duplicate page if using offset. Same page shows up for count=10 & offset=0 as count=10 & offset=10.
Problem #2 Offset set to 1 not doing anything with output and it should skip first search result.
Problem #3 Randomly return Deeplinks within the page.

q=medicare&count=10&textDecorations=true&textFormat=Html&offset=1What is wrong:
- File response_1b.json should be shifted by very first result but is not, see all 10 results.
- textDecorations & textFormats is not working for "name" variable, but for offset=1 is suddenly working. See change between files.
Custom search engine is restricted to page www.gohealth.com that's all from setup.
