I want to exclude our WVD instance from being prompt from MFA. I try to use internal ip scope under Trusted IPs but found out that Trusted IPs only work with Public Ips. Is it possible to exclude WVD which is in Azure from being prompt with MFA?

I believe you can . You may have to do some testing on this one. If you already have WVD , you may have protected the same using some defined policy , either through Intune etc or by virtue of the system being compliant. I assume as far as my knowledge goes. MFA is an integral component due to security as far as I think but if you are using conditional access you may be able to change it as per the options in the control grants section while setting up CA policy . 
While setting up the policy you can either require one of the selected policies and choose not to select require MFA option. I hope this works for you .
