Ok, I actually just had to rebuild my dev machine. Here's what you do when you encounter errors like this:
Mount the IMG using Virtual Clone Drive (or similar program)
Run the installer.
If it is asking for files from previous ISOs (eg the big w5 ISO), mount the previous ISO so the installer can find the file, then mount the latest ISO again so the installer can continue finding files from that ISO.
If the above doesn't work, use WEDU. Go to "Add remove programs", find Compact 7 (or 2013), click "Modify", then "Update" and Next to update to the latest update. You can still point WEDU to the ISOs; just mount whatever ISO has the file the installer wants. This way, you don't have to download anything. WEDU will continue until it can't find files again, so then mount the next ISO.

Did you try to download the img again? Is there no other message before you get this dialog? No mention of which file it is looking for?
The error is because Microsoft have removed the download location at http://www.microsoft.com/en-us/download/details.aspx?id=23004

Yes, there is another pop-up just before the one provided above.
I did tried to download the *.img file two times. In addition, I tried to get the download by going to the Control Panel/Software, right-clicking on Windows Embedded Compact 7 and then Update.
In both cases, it fails at the same stage.

Unfortunately, the provided link is for Windows Embedded and not Windows Embedded Compact. Though, I have tried it and it does not work.
I have found a reference to the equivalent for Windows Embedded Compact 7 here : https://social.msdn.microsoft.com/Forums/en-US/4cba2503-eb2a-410b-8429-5c63e226dad8/where-to-find-windows-embedded-ce-70-updates?forum=winembnatapp (answer of Broofus).
Whereas, I can not find a valid reference for the provided link on WaybackMachine.
If you have any other suggestion, I will be happy to try it.

Oops.
From here it seems the only way to get it is by using Platform Builder to build your own WEC7 installation.
EDIT: Deleted the extra path as it just points to stub instead of actual installer file.
