SQL Managed Instance database migrationSQL

I want to migrate my SQL Managed Instance database from one v.net to another V.net is this possible??

If it not possible. so can I do like that if I take a backup of managed database and create a new SQL MI in another v.net and restore the backup in that V.net in SQL MI where I want to migrate. is this way is possible?

Both V.net is in the same region.
