How to create a public website with no code within office 365 or MS Azure

Hello,
I have to create a site for public with no login but i would like to create it within office 365 or azure.
I don't want to use en external CMS.
I've tried to do it with a sharepoint site, but it seems that users need to be connected to a microsoft account;
I don't need an intranet or to be signed in an organization.
Does Azure or Office365 provide such CMS ?

SharePoint Online Public Website to be discontinued.


Unfortunately, you can't create a public website within Office 365

It's been more than two years since Sharepoint Public Websites was discontinued and we had clients wanting something simpler than what's out there, so we built our own and just released it to the public, so if anyone comes across this and still needs something, simply search for SimpleWebsite365 on AppSource or visit https://www.simplewebsite365.com . We'll be adding some of our other templates to the public version soon, but it's just a simple website builder.

Yes there's Power Pages now, but honestly some clients just want the simpler version.
