For this issue, firstly, it is suggested to configure the screen saver manually in settings > Personalization > Lock screen > Screen saver settings to check if it works. If it doesn't work in the device. It means that the screen saver doesn't support this type of devices.

If it works in the device, it is suggested to try to configure the screen saver settings that you need in Configuration profiles > Templates > Administrative Templates > search "screen saver" in intune portal.

Note: This is an old post. This option has been available in Windows 10 since version 2004. If Screensaver is still not working check the following.

There might also be a disparity between Windows Screensaver timeout settings applied by Policy and the User set value in 'HKEY_CURRENT_USER\Control Panel\Desktop' ==> ScreenSaveTimeOut

Run the following command to verify if there are any values under 'Display'. If there are entries, the Windows Screensaver will not start because the display is in Presentation Mode.

powercfg /requests

Side note: Alternatives to CSP-based deployment are PowerShell scripts and Windows Screensaver Deployment as a Win32 Intune App.
