According to your description, I have 2 questions.
Which OneDrive are you using now?
OneDrive for Personal (It uses Microsoft account to log in, its icon on Taskbar is white.) or OneDrive for Business (It uses work or school account to log in, its icon on taskbar is blue.) ?
How do you upload your photos?
Do you sync your photos from you local computer to OneDrive cloud via OneDrive client?
Or do you uppload photos directly via OneDrive Online?
Please make sure the account you log into OneDrive is correct, which is bound to your Microsoft 365 subscription.
1. I suggest you check the current available space in the lower left corner of the OneDrive online webpage.

2. If you have OneDrive for Business, please check the free space via following steps.
- Click the cog Office 365 Settings icon on OneDrive online webpage.
- Click on OneDrive Settings
- Click More Settings
- Click Storage Metrics

It's recommended to right click the icon of Microsoft OneDrive on Taskbar > Account > Unlink this PC > Unlink Account, and then sign back in to have a check.
Please make sure that the driver where the OneDrive folder is located on has enough space.
I also suggest you upload one photo to have a check. Besides, you may upload other format files, such as Word documents, Excel workbooks to check this issue.
