connecting Skype for business 2015 on premise between Domains

I have two domains that are trusted. Both Domains have their own on premise install's of SFB.

I would like for users to be able to chat with each other between both domains. I have already tried to make this happen but no luck yet. Do I need an Edge server? I set the Global rules on both SFB servers to allow external access. No luck

please help .

    Sure, you need to deploy Edge server in your two environments. Edge server is required if you need external users who aren’t logged into your organization ‘s internal network to be able to interact with internal users. These external users could be authenticated and anonymous remote user, federated partners, or other mobile clients.
