I annoyingly keep getting emails informing me that I have used an ‘illegal’ character in the name of a folder in Outlook and as far as I can see there is no way to rename it or even delete on my iPad!

Based on your descriptions, I found an article which can resolve your issue:
See Cause 6: The file name includes an invalid name in the Win32 name space
Besides, if you still have the same issue after you try the official method, you can run command chkdsk /f.
