Other than SharePoint Online, is there anything in Office-365 to enable our users to collaborate with external users with basic lists and workflows?

According to my research, we could not realize your design in O365.
On the one hand, you can get simple lists through OneDrive and Microsoft List, but if you don't use SharePoint Online, you can't get workflows.
On the other hand, because your SharePoint Online is restricted to internal users, the relative OneDrive can only be used by internal users (Sharing settings for OneDrive can't be more permissive than your settings for SharePoint), so you can't get the lists through OneDrive and Microsoft List.

We can set SharePoint Online to be open for all, and restrict external users from within the websites.
Can we still use MS List and have workflows with external users without opening SharePoint sites to external users?

By design, there is no able to realize your design.
If you set SharePoint Online to be open to Anyone and restrict External Users from within the websites. Then you can’t share lists with External Users, so External Users can’t access lists.

That's a question you should be addressing to your IT folks. Something like Microsoft Lists would probably do, of course it depends on what the configuration is.
