I checked the log files and I saw that there lies an error Error 0x80131902: General exception error in web client..
Please kindly refer to this thread Error 0x80131902: General exception error in web client and check Matt Cavallari’s suggestions and retry VS install.

I followed the steps, just so you know I did the following
- I ran InstallCleanup.exe as administrator
- I checked the folder "% programfiles (x86)% \ Microsoft \ Visual Studio " And there was nothing
- I ran vs_community.exe and wait for the installation process to finish
Unfortunately the problem persists and the window has the same problems.

I think, two aspects, from your side, web client/web browser, or from VS server(host) side.
I suggest you check if you are able to access to go.microsoft.com from your default browser and IE browser manually, and then disable the firewall, proxy, anti-virus software temporarily, if possible, if you are using them, and reboot your machine then open VS Installer to check if this issue disappear. Other suggestions which may not work, but you can have a try: update your web browser, clean your web browser cache, reset your web browser settings.
And for VS host side, if this is a potential issue, VS Product Team will help to fix it. I noticed that your issue is similar to this thread “The pane `News for Developers` in the Visual Studio Installer doesn’t display information”, and this issue is under consideration. You can add a comment and describe your issue under that thread and vote for that thread.

This time something different happened,
I mention what I did:
- I disabled all extensions from my default browser (Literally all).
- Then I disable my antivirus and restart my pc.
Then I did the vs installer, this time if the main window came out with an internal window saying "Looking for updates" or something like that, I don't remember much.
About 5 seconds passed and it closed.
I would have liked to take a screenshot...
Something like this happened only once before.
