Some Ports not opening (e.g. 5060 and 9423)

Hi everybody,

something's going on with my Win10 pc.

Atm i got problems with 2 applications.

1) LorianBoard (Software to control OBS Studio)

I can control the program with an android app through my Wifi via port 9423. Some time ago everything was working well. But, since 2-3 weeks i cannot not connect the android app to the windows program via wifi by using the IP of my computer. I opened port 9423 at the local firewall and at my router. I also tried to completely disable the windows firewall but this also doesn't work.

The confusing point: When i use the public ip address given by my ISP (like 91.130.#.###) the android app does connect successfully to the computer software.

2) I'm using IP phones like phoner or microsip. They communicate via port 5060. Same problem as 1)

Did somebody of you have similar issues?

I'd check to see if something is listening on those ports.
netstat -aon

may also want to check the port forwarding setup on router to see it is directing the correct ports to the correct private ip address.

Please kindly check if DSPatrick's answer was helpful.
Down below is what I run “netstat -aon” in Command Prompt looks like, please check to see if something is listening on 5060 and 9423 ports, and is the correct private ip address pointing to the correct ports?
It would be very helpful if you post a screenshot for “Ipconfig /all” and “netstat -aon “in your Win10 pc. Is your WIFI environment changed somehow during that time? I may need more information for looking into it.
