Exchange Public folder "migration" - Delete 2010 PF database then create modern PF database

I already found a similar question (link) that could answer my question, but I would want to check if that answer is still valid.

We don't need the stuff in the old public folder database. So we want to delete it and then create a fresh new PF database on the new Exchange server. Is it possible by simply deleting the old PF database? What does it do the command in the linked answer above to be run on Exchange 2010 (Set-OrganizationConfig -PublicFolderMigrationComplete:$true )?

Yes, if you don't want to migrate the legacy public folders, you may remove them and the Exchange 2010 public folder databases.
Then create modern public folders on Exchange 2013/2016.

What does it do the command in the linked answer above to be run on Exchange 2010 (Set-OrganizationConfig -PublicFolderMigrationComplete:$true )?

This command is used for indicating that the public folder migration is complete.
While in this case you are going to remove the legacy public folders.
If you don't have trouble with removing the 2010 public folder database, I suppose running it isn't necessary.
