A tenant once deleted, cannot be restored. You need to open a support ticket with Microsoft using https://portal.azure.com/#create/Microsoft.Support and In the issue type field, select Subscription Management. Opening a support request with this issue type does not require access to any Azure subscription.
The support representative will require some evidence of your ownership to the subscription to provide you with access to your subscription.

Hi amanpreetsingh-msft, this is exactly what I have done and they told me that I have to restore the deleted tenant to recover the subscription..
