Windows Server 8 : change encoding settings

hi all,

i wish to change the windows server 2008 encoding.

currently it is set to ISO 8859-1 (BodyName), i wish to change this into UTF-8
more over what exact value should i indicate in order to switch to UTF-8?

can you please help me?

Support for Windows Server 2008 already ended and it is better to upgrade to the supported version of Windows Server.

The short answer is no, it is not possible.
To elaborate, there is not a global encoding option in Windows Server 2008 that let us both 1) set a global default which 2) all the applications you listed would obey.
You can't make the conversion of ISO 8859-1 to UTF - 8 in place because the UTF-8 version will be usually longer time (unless you convert a pure ASCII file, which is unnecessary in the first place conversion).

i wish to know so by default even while installing a windows server soft (even on newer version) - it is set to ISO 8859-1
and we can do nothing about this?

another question : is it possible to overwrite these settings (switching from ISO 8859-1 to UTF-8) per user?
like if i was using this win server 2008 on a citrix
