Cannot create email for users on subdomain

I have a lab as follows:
One server act as a domain controller with domain: abc.com.
One server act as a domain controller with sub domain: adm.abc.com
One server act as a domain controller with sub domain: edu.abc.com.
One exchange 2016 server.
I used AD to create users on the 2 sub domain servers. Then I used exchange ecp to create mail box for these users but failed. I got error: The call to Microsoft Exchange Active Directory Topology service on server TopologyClientTcpEndpoint (localhost); returned an error. Error details No suitable domain controller was found in domain edu.abc.com;. Errors.
I got the same error when create mailbox for users in domain adm.abc.com.

Please help me to resolve the problem.
