Welcome to Microsoft Q&A forum and thanks for reaching out.
This issue could be sometimes transient one. In the past we have seen users having similar issue and who were able to resolve by clearing browsers cache, refreshing the browser or changing the browser and reregistering resource provider.
Could you please clear the cache and refresh your browser and try to re-register the resource provider and see if that helps.
Please note that: You must have permission to do the /register/action operation for the resource provider. The permission is included in the Contributor and Owner roles.
If the issue still persists, you may have to file a support ticket for deeper investigation. In case if you don't have a support plan, do let us know here.
Hope this info helps, do let us know how it goes.

I followed your instruction. However, I have still the same issue in Resource provides for HDinsight registering. This issue took almost 24 hours.
Thanks for confirming. If you have a support plan could you please file a support ticket for deeper investigation and do share the SR# with us. This may need Azure Resource provider product team involvement. Incase if you don't have support plan please do let us know here, so that we can work with you offline.
We look forward to your response.
Thanks
I do not have a support plan. What information do you need to fix this issue? I can provide them.

I tried to create HDinsight cluster and the issue occurred in registering HDinsight. I have two subscriptions with free trial and pay-as-you-go. Both of them have the same issue.
Hi @CarlosRestrepo-2296, @JunghoonPark-2957,
The issue seems to be resolved now. I am able to register and unregister HDinsight resource provider in my visual studio enterprise subscription.
Could you please double check and let us know if the issue is resolved or still persists for you?
Thank you

Registering is working now, but another issue occurred now in subscription's cores quota limit in the central US.
Thanks for confirming. As the original issue was resolved and the new issue is different, I would recommend to open a new thread with few additional details about your issue with screenshots if possible.
Thank you
