Installation problems Visual Studio Community 2019

Hello,

I am trying to install Visual Studio Community 2019. The extraction of the files works but the installer does not start. In the logfile there is an error when starting the installer. I can not find this error anywhere (maybe i am blind?). Maybe somebody experienced something similar. Below you will find the logfile.

Hi Daniel, from the log file, it seems you installed VS 2017 before? And you have uninstalled it by using InstallCleanup.exe tool right? If yes, not 100% sure whether all the related files of VS 2017 have been removed, perhaps, there are some files/packages remain, which may affect the installation of VS 2019. Please try following steps to delete these folders/files manually (for VS 2017 remaining files) and then reboot your machine and download the newest version of VS 2019 bootstrapper, then retry VS 2019 installation.

1). Manually delete any leftover install and cache folder you previously installed to
C:\Program Files (x86)\Microsoft Visual Studio
%programdata%\Microsoft\visualstudio\packages

2). Delete the setup registry key, which was set when you first installed:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\VisualStudio\Setup
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\VisualStudio\Setup
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\VisualStudio\Setup

So I checked the files, they were gone. In the registry HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\VisualStudio\Setup was the only left key and I deleted it. Reboot and tried again with a fresh downloaded installer. Unfornatly the same result. Am I missing something?

At some point there was also Visual Studio 2015 installed. I think I removed everything prior this thread.
I looked at my files and found folders for Visual Studio 11.0, 12.0 and 14.0. Should I try deleting them also?
In the meantime I installed VS Code to keep working.

Hi Daniel, sorry for the delay in reply. I analyzed your issue for a long time, in my opinion, the most possible cause should be the administrator rights. The error message reported that DLLNotFound, usually many causes will lead to this error, but consider you have three accounts on your machine, though two of them are not actively, and you don’t have full administrator rights, I think the issue is related to the rights. One thing which let me consider again is that you mentioned your coworkers have the same rights and you have full rights to that folder(A66154658). So after analyzing, I think the VS bootstrapper may need to access and use other dll files/local files which are from other folder but without permission to access. Besides, the cause may be related to some missing system files, such as deleting by mistake, being corrupted, hardware issues…

Hello Tianyu,
I checked my updates and KB5001337 is already installed. If it helps my Buildnumber is 18363.1556 and version is 1909.

Here are the latest updates done to the system. I am too blind (maybe dumb) to find them in the link you provided.

I also checked with my coworker that we have the same install and rights.

Do you think the Professional version would help?

Welcome to Microsoft Q&A forum.

From the log, I see this message [6/2/2021, XXXXXX] Directory C:\Users\A66154~1\XXXXX…. I think you don’t have a folder called A66154~1 right? The directory looks a little strange, are you using an administrator account on your machine, and is there any limitation on your machine/account/folder? Besides, are there other accounts/users on/use your machine?

In addition, have you checked Visual Studio 2019 System Requirements? Also, try using .NET Framework Repair Tool and SFC tool to do some repair and fix.

So I do not have this folder, but one that is called similar and in the cmd I can access this similar called folder with this name. (A66154~1 reffers to A66154658) I do not have full administrator rights but the rights should be sufficient. I got full access to this folder and there are 2 other users (AdminKi0#BE1DV201 and ciscoacvpnuser) and the public user (Maybe called different in english). They are not actively used. They are for support only.

The requierments are met and I tried the tools. Still no install...

Hi Daniel, thanks for your feedback. Currently, I have two suggestions.

One is about updating Windows OS, as some KB packages are needed. I see that you mentioned Windows is up-to-date, but if possible, could you please kindly check the Windows Update again, and in my mind, this KB package KB5001337 (2021-04) may fix this error code 0x138a. You can check the release notes here: KB5001337 and download the package here: Microsoft Update Catalog.

Of course some other KB packages, security updates of Windows may also important, you can check the windows update history from Settings > Update & Security > Windows Update > View update history, and match the installed update with the release history here: Windows 10 Update history.

The other is about the administrator rights, the official document has pointed out that Administrator rights are required to install Visual Studio, I noticed that you have the full access to that folder, but perhaps more administrator rights are needed, since there is no list of specific administrator rights which is required, perhaps you can refer to the rights which your coworkers have.

Since I cannot find the extracted files I think that the extraction yields no files and this maybe the Problem?

Thanks for the answere. It is a company Laptop, so Windows is up-to-date as allowed by guidelines, it was rebooted many times and I am not allowed to disable the antivirus. I know that some of my coworkes have it install without any problem...
I also tryied cleaning the %temp% an rerun as administrator, but still same Problem.
I also tryied doing all steps of the stackoverflow post again. Still same result, but many of the suggested problem solving steps are some files or services that are nowhere to be found on the PC.
I also search for the extracted Files, but they are also nowhere to be found...

check if windows update is up-to-date, reboot the computer and temporarily disable any antivirus software, clean up the %temp% folder, then rerun the VS installer as administrator.
