From my verification results, as long as it is Windows 10 (verified 1909&1903) Pro S mode, then the OOBE interface will only be able to connect to the network and then log in using Microsoft account. There is no way to create a local account by skipping the network option
Yeah, If you get a device that is configured in S Mode, “Require users to connect to network during OOBE” setting is in place by default.
Hi,
Something here might help:
How Microsoft made it harder to create Windows 10 local accounts
Best regards,

Do you have a local account on the system?
When you say restore and have OOBE running, did you use an oobe XML file?
A local account was created before recovery
Yes, When you say restore and have OOBE running, use OOBE XML files
Rather than using oobe.xml, if you ran sysprep with an unattended file, the unattended file can have the setting to hide the wireless setup screen. Here is what it looks like in System Image Manager:

I can see this is an old thread but this is an issue I recently encountered and have managed to resolve, so thought I'd post my solution in case anyone else comes looking. If you connect to a wifi network but then click Properties after connecting then you can set it as a metered connection before continuing. This seems to trigger an offline install, allowing a local account to be set up rather than a Microsoft one. Disclaimer though, I haven't checked how much data is still used.
